CHI Founding Partners
The Children’s Health Initiative (CHI) Napa County was launched in 2005 to ensure that all children in our community have access to comprehensive, quality healthcare. Community and business leaders, healthcare providers, educators, child advocates and foundations have come together to create an innovated, public-private partnership that offers an effective and lasting solution to the healthcare crisis for our most vulnerable children and families.
The vision and commitment of community leaders who care about our kids, Napa County is not one of a handful of counties in California with a fully operational CHI that is making a real difference in children's lives.

CHI Partners
CHI reaches parents with uninsured children through the public school system and other convenient locations where families convene or are served by our community partners. Several collaborative relationships were established to help meet the CHI goal to make comprehensive health insurance accessible to 100% of the children residing in Napa County. These key participants included organizations that provide application assistance and/or organizations that provide information and input in the areas of outreach and enrollment. How is Healthy Kids Funded?
Healthy Kids is not funded by federal or state government assistance. Children’s Health Initiative must raise money on its own to support the Healthy Kids program.
For every child we insure under the Healthy Kids program, we must
raise $1,200 to provide comprehensive health coverage. Funds
for Healthy Kids were committed from the following sources:
- Auction Napa Valley allocated $1,000,000 over three years for start up, planning and operations.
- Napa County allocated $3,000,000 allocated over three years to cover premiums and programs
from the Tobacco Settlement Fund - The Children and Families First Commission (now known as
FIRST 5 Napa County) allocated $161,700 annually for premiums to cover children 0 - 5 years old - The Queen of the Valley Hospital contributed $300,000 over three years to cover premiums and programs
- Blue Shield Foundation contributed $139,200
- California Endowment contributed $10,000 to cover the three school pilot project (100% enrollment at all three schools! Pueblo Vista, McPherson and Carneros); $200,000 for premiums to cover children 6-18 years old
- California Healthcare Foundation contributed $50,000 to cover technical assistance and planning

There are thousands of uninsured children in Napa County whose families either cannot afford or do not know how to access available health insurance programs. An estimated 80% of these children are eligible for public health coverage, including Medi-Cal and Healthy Families. The remaining 20% are eligible for free or low-cost insurance through Healthy Kids and Kaiser Permanente Child Health Plan.
